12:53 p.m. Jeremy McElvain, of Centerville, was driving a 2010 Volkswagon and was stopped at a read light at 18th and Haynes streets. He stated when his light turned green, he proceeded into the intersection without looking left. McElvain's vehicle was struck by a 1995 Peterbilt driven by Nathan Smith, of Delta. Damage to McElvain's vehicle was estimated at $3,500. Damage to Smith's vehicle was estimated at $200. Smith was charged with failure to obey a traffic control device.

Sept. 2

12:34 p.m. Scott Carter Wells, 42, was charged in the 900 block of East State Street with trespass, first degree harassment, disorderly conduct and domestic assault/strangulation.

Sept. 3

10:03 a.m. Erik O'Brien, of Ottumwa, was driving a 2010 International and began making a wide right hand turn onto South 18th Street. Tonya Clinkenbeard, of Cincinnati, was driving a 2001 Oldsmobile and observed O'Brien's vehicle pulling onto South 18th Street, but thought the vehicle was making a left hand turn. Clinkenbeard's vehicle began making a right hand turn onto 18th Street and collided with the passenger side of O'Brien's vehicle near the rear tires. Damage to Clinkenbeard's vehicle was estimated at $4,500. Damage to O'Brien's vehicle was estimated at $100.

3:55 p.m. Jeremia Josh McVeigh, 31, of Numa, was charged at Drake Avenue and East Terry Street with driving with a suspended license. He was later released on his own recognizance.
