Grace Arlene Carter

MOULTON — Grace Arlene Carter, 89, of Moulton, passed away Sunday, March 17, 2013 at Golden Age Skilled Nursing and Rehab Center in Centerville.

Arlene was born Oct. 20, 1923 in Omaha, Neb., the daughter of Yvonne and Mildred “Love” (Stirts) Albee. She graduated from Centerville High School. Arlene married William E. Carter on Jan. 10, 1943 in Linneus, Mo. He preceded her in death on Dec. 23, 2002.

Following her graduation from CHS, Arlene became employed with Farrington’s Telephone Company in Centerville. After a brief period of employment as a telephone operator, she changed careers and went to work for Miladys, a clothing store located on the north side of the Centerville Square. Arlene worked many years in the retail clothing business.

Eventually, Bill and Arlene moved out of the city limits of Centerville by relocating to a family farm west of Moulton. Arlene lived on the farm up until Bill’s passing. She sold the farm about a year after Bill’s death and moved into an apartment in town. She lived in her apartment for several years before making the transition to Golden Age Care Center in Centerville.

Arlene loved taking shopping trips to Des Moines with family and friends. In her younger years she enjoyed dancing. She also enjoyed playing bridge. Arlene attended the Drake Avenue Christian Church in Centerville.

She is survived by her son Nick Carter of Moulton; two grandchildren, Alyssia Ann (Don) Hawkins of Columbia, Mo. and Lori Dawn (Bill) McAllister of Bloomfield; five great-grandchildren, Preston (Denise) Webster of Tempe, Ariz., Kadie Webster of Kirksville, Mo., Shane Hawkins of Columbia, Mo., Carter Hawkins of Columbia, Mo. and Autumn Hawkins of Columbia, Mo.; and a brother, Max (Jo) Albee of Rockford, Ill.

Arlene was preceded in death by her parents; her husband, Bill; and a best friend, Rose Rice.

Graveside services will be held at 4:30 p.m. Thursday, March 21 at the Mt. Ararat Cemetery east of Centerville. A visitation will be held on Thursday, March 21 at Lange Funeral Home and Crematory in Centerville from 3-4 p.m.

The Iowegian wants readers to think about rental permit fees. The Centerville City Council has conducted two working sessions and a third one is planned in order to get a feel for the public's appetite about raising rental permit fees from charging a landlord $25 every two years to charging a certain amount per rental unit per year. So, the question of the week is, "Are you in favor of Centerville increasing rental permit fees?"

A. I'm in favor.
B. I'm not in favor.
C. I'm not sure.
