Council approves street plan; turns down water board incumbent

The council voted 5-0 to hold a public hearing Aug. 15 to discuss the general obligation capital loan notes the city plans to issue to pay for street improvements.

CENTERVILLE — The Centerville City Council Monday denied a reappointment to the water board and approved plans submitted by Ron Creagan, street commissioner.

The council voted 3-2 to not reappoint Greg Gorden to the Municipal Water Board. Councilmen Bill McAfee, Wallace "Moe" Carter and Darrin Hamilton voted against Gorden while Rob Lind and Darrin Piatt voted for Gorden.

The council voted 4-1, with Lind voting no, to approve the street improvement plans submitted by Creagan and the Street Committee, which consists of McAfee and Carter. Now, the city is going to hire two part-time laborers whose job assignments will be overseen by Kim Crego, commissioner of municipal services and city clerk.

Lind said his objection was based on accountability.

"I just want to make sure that the taxpayers get the most out of their dollars," Lind said. "The last thing I need to do is, I want to see us hire people and have them leaning on shovels."

Carter offered to give Lind the power to fire any new employee he finds leaning on a shovel and not working.

The council voted 5-0 to hold a public hearing on Aug. 15 at 5:30 p.m. at City Hall. At the Aug. 15 meeting, the public can submit written or oral objections to the city's proposed loan agreement and issuance of up to $675,000 general obligation capital loan notes in order to pay costs of street improvements.

The council is expected to vote Aug. 15 on the bond purchase.

The council voted 5-0 to approve two resolutions amending the salary for Law Center dispatchers Sharena Kaster and Anne Rinchiuso. If both resolutions are approved, Kaster and Rinchiuso would earn $15.23 per hour, with Kaster's new salary effective June 27, 2011 and Rinchiuso's new salary effective July 22, 2011.

The third and final reading of an ordinance amending the office of mayor in Centerville was passed by a 5-0 vote. Starting Jan. 1, 2012, the individual in that office will earn $10,000 per year with no vacation or benefits.

The council voted 5-0 to receive bids for the Storm Sewer Improvement 2011 Project. Bids on the project will be accepted prior to 1 p.m. Sept. 14, 2011.

The council and mayor briefly discussed the 2013 LOSST Referendum and the public meetings they have attended to explain the one percent sales tax.

The council voted 5-0 to submit the city's present districting to the state of Iowa.

And the city plans to start the process to find a new Centerville Fire Department fire chief.
