Centerville City Council Monday hires a temporary city administrator

CENTERVILLE — The Centerville City Council Monday night voted to hire Kevin Stocker with CAM-PS, City Administration & Management Professional Services LLC, as the temporary city administrator on a month to month contract, replacing Kim Crego, who retired in December 2012.

The contract designates CAM-PS, of Elkhart, as the interim city administrator for work until April 30 and then month to month thereafter for a fee of $5,125 per month. The contract is for a minimum of three months of services could continue until the position is filled by a full-time candidate.

The scope of services contained in the contract states CAM-PS will provide the following services: Interim city administrator duties to include a presence at City Hall Monday-Thursday from 9 a.m.-3 p.m. through out the term of the contract; develop FY 2013-14 budget and finalize; attend council meetings; write grants and give monthly updates to the mayor and council.

Temporary City Clerk Joyce Davis said Stocker has done more than 50 budgets for cities of various sizes and will focus on the upcoming city budget for fiscal year 2014.

"I think he will be very helpful," Davis said Monday shortly after the council meeting adjourned at 6:22 p.m.

The council voted to allow the mayor to sign a contract with the law firm of Ahlers & Cooney, P.C., in Des Moines, to represent the city in a lawsuit brought by First Baptist Church, et al.

The "engagement letter" from Ahlers & Cooney, P.C. dated Jan. 22 to the mayor and council essentially outlines what the law firm will do and charge for their services.

The council agenda packet does not explain why the church has brought suit against Centerville but that information can be found at the clerk of court office at the Appanoose County Courthouse.

Tod Faris, executive director of Appanoose Economic Development Corporation and Nichole Moore, executive director of Chariton Valley Planning and Development, briefed the council about a new business that wants to locate in Centerville.

Faris said Randy Ferman, owner of Shark Fin Shears, a New Jersey-based company and a business partner have decided to build in the Centerville Industrial Park on land owned by AEDC. Faris said they will create 15 new jobs over the next three years, with seven coming this summer that pay $13.30 per hour.

They plan to build a 6,000 to 8,000 square-foot building. A second business, Extreme Hunting Solutions, will operate out of the same building.

What they wanted and the council approved was the city to sponsor an application for $75,000 in forgivable loans to help bring the new business to Centerville, which includes working with AEDC, the city, the potential business owner and Iowa Economic Development Authority to utilize Economic Development Side-Aside Program funding.

Faris said IED came here and said the business venture would qualify at $5,000 per job to equal a $75,000 loan.

The council passed a resolution to sponsor the project application and passed a second resolution to approve CVP&D to complete and submit the application.

The council then authorized the mayor to sign the contract with CVP&D and passed a resolution to hold a public hearing at 5:30 p.m. on Feb. 18 for CVP&D for IEDA and EDSA application assistance.

Agenda items the council approved:

• The re-appointment of Lynette Cisler to Fair Housing Commission until Jan. 1, 2017 and Mary Beth Barnes to Historic Preservation Committee until Jan. 1, 2015.

• Chariton Valley Planning & Development to submit an application for a $5,000 grant from the Iowa Department of Transportation for street sign replacement in Centerville. Moore said 90 signs are targeted for replacement.

• A request from from the Local Option Sales and Service Tax committee to move approximately $510,000 in pool LOST funds to the demand certificate of deposit earning .95 percent interest to bring the principal to $900,000. The money to be moved was in a checking account earning .05 percent interest.

• Additional compensation for the increased workload for Joyce Davis, temporary city clerk, since the departure of Kim Crego. The council voted to increase Davis' hourly wage to $24 for the extra time she put in after Crego's departure for a difference of $3,464 in pay and comp earned.

Davis' regular salary is $16 per hour as the temporary city clerk.

• Notice to bidders and bid proposal for park and cemetery mowing. If approved by the council, bidders will have until 12 p.m. March 4 to submit sealed bids to the city for the mowing and trimming of the mini-parks, Morgan Cline City Park, soccer field and Oakland Cemetery.

The request made by Mayor Jim Senior for additional compensation for work he performed since Crego retired was tabled until the next council meeting.

Senior presented the January Citizen of the Month to Centerville attorney Mike Craver at the end of the city council meeting.

The next Centerville City Council meeting is 5:30 p.m. Monday, Feb. 18 at City Hall.

The Iowegian wants readers to think about the solicitation ordinance that will prevent groups or individuals from entering a roadway to solicit money. The Centerville City Council in June by a 5-0 vote passed the first reading of just such an ordinance. Public pressure and during a subsequent special meeting, the council voted 3-2 to table the ordinance. A second special meeting to discuss the solicitation ordinance is scheduled for 5:30 p.m. Thursday, Aug. 7 at City Hall. So, the question of the week is, "Do you or do you not support the ordinance to prevent solicitation of funds in city streets?"
