Council to consider award of storm sewer project contract

CENTERVILLE — The agenda for tonight's regular Centerville City Council meeting contains two sewer-related items for the council's consideration.

The first sewer agenda item is the first contract change order for the East Terra Vista sanitary sewer extension project. The contractor, Lawson Construction Inc., will install sanitary sewer pipe "by directional boring in lieu of open trench. The contract amount of $62,637.00 will remain unchanged. Contract bid items for concrete removal, PPC driveway and gravel drives are not required, however the Contractor shall be paid in full for these bid items to offset the additional cost of directional boring."

The second sewer agenda item is a resolution ordering the award of contract for the storm sewer improvements 2011 project to Pilcher Enterprise Inc. of Ottumwa in the amount of $622,595.20 contingent upon Iowa Department of Economic Development approval.

Bids for the sewer improvement project were opened Sept. 14 and came in higher than anticipated. Pilcher submitted a total bid of $918,657.20 and Drish Construction, of Fairfield, submitted a total bid of $953,164.15.

The agenda recommends the city drop project area six, which trims $296,062 from Pilcher's total bid and $215,727.50 from Drish's total bid. If project area six is dropped, Pilcher's total bid comes in at $622,595.20 and Drish's total bid comes in at $737,436.65.

If the council approves, the low bid would be within $7,400 of the $615,200 the city had originally budgeted for the project.

In other action the council will consider or discuss:

• A request from Evangelical Covenant Church to be billed for water based on usage instead of minimum billing.

• A request from Housing Trust Fund for a contribution.

• A request from Robert Wakefield, of Mystic, to place signs on Highway 5 and on the Centerville Square to discourage littering.
