Public hearing for CDBG at tonight’s city council meeting

On the agenda for tonight's Centerville City Council meeting, which starts at 5:30 p.m. and will be held at City Hall, is a public hearing regarding a Community Development Block Grant wastewater application and an item dealing with the sports complex, Safe Routes to School, a letter of appreciation and whether to terminate a 28E agreement.
The city intends to apply for a $600,000 CDBG with the city matching $656,500. The grant and matching funds will be used for improvement to the city's wastewater system.
The council will discuss whether or not to donate $5,000 to Appanoose County All-Play for hauling 1,290 tons of rock to the Morgan E. Cline Family Sports Complex.
The letter of appreciation for Darrin Hamilton thanks him for his assistance with the Centerville Municipal Swimming Pool for part of 2008 and all of 2009.
"Without your help and willingness to assist the city in this way, we would not have been able to open the pool to the public," states the letter signed by Centerville Mayor Marsha Mitchell. "It is citizens like you that keep this city operating and progressing."
The council will consider a resolution to approve an agreement with the Iowa Department of Transportation regarding phase I of Centerville's Safe Routes to School project.
The council will consider terminating a 28E agreement between the city and Appanoose County first entered into on June 1, 1998. The agreement governing the construction, operation and management of a sanitary sewer system was amended on May 17, 2004.
The amended agreement "was to provide for the resolution of the issue of municipal housing PILOT payments, which may have been owed to the county."
The exact amount of municipal housing PILOT money the city collected and owed to the county is incalculable due to inadequate records.
If approved, the termination document calls for the county to forgive municipal housing PILOT payments and to transfer ownership of all property in Project Areas I and II. The agreements dated June 1, 1998 and May 17, 2004 will be rescinded.
