Wapello County man involved in Wednesday’s high-speed chase was sentenced to prison in 2003 for vehicular homicide

The 26-year-old Wapello County man who led law enforcement on a two-county high-speed chase late Wednesday that finally ended when a state trooper fired his shotgun into his vehicle at the school in Seymour has an extensive criminal record.

Justin Raymond Jacob, according to online court records, was convicted of vehicular homicide, a class C felony and first offense drunken driving, a serious misdemeanor, in Davis County in April of 2003. Jacob was sentenced to 11 years in prison for his role in the incident where Deputy Dennis McElderry, 45, was struck and killed on Jan. 3, 2003, by a patrol car after deploying stop sticks during a high-speed pursuit on U.S. Highway 63 just north of Bloomfield shortly before midnight.

Jacob later turned himself in and was charged with vehicular manslaughter. The suspect was convicted of charges related to McElderry's death and was sentenced to 11 years in jail.

In 2001 in Wapello County Jacob was convicted and sentenced for third degree burglary, third degree theft and assault causing bodily injury. Jacob received probation for those offenses but in 2002 violated his probation and was ordered to serve the original sentences.

And Jacob is accused of second degree theft, a class D felony, from a case opened in Wapello County in September of this year.

According to the Iowa Department of Public Safety, when the Division of Criminal Investigation completes it investigation of Wednesday's events, the results will be turned over to the Wayne County attorney for review.
